What owners in Rincón de la Victoria need to know
The new general plan (PGOM), given initial approval on 29 May 2025 and published in the provincial gazette on 9 July, treats holiday homes as a residential use in their own right for the first time and tasks the future detailed urban plan with limiting their floor area to correct saturated tourist areas. It is not yet an enforceable rule, but it shows the direction.
Converting commercial premises into a holiday let is not easy: in January 2026 the town hall turned down a works licence to convert commercial premises into a holiday home in the La Añoreta area, because it exceeded the maximum housing density set for that zone.
In 2025 the council voted down, 17 against, a motion calling for a tourist tax and a specific waste charge on holiday lets.
