What owners in Torremolinos need to know
Torremolinos is still governed by its 1996 general plan. In December 2025 the town hall published the draft of the new plan, aiming for initial approval in summer 2026 and final approval in autumn 2027. We have found no municipal cap on holiday lets in force.
Since 1 January 2025 the waste-collection tax charges activities carried out in homes only the business rate, not the household one; the town hall presented this as moving holiday lets onto commercial waste rates.
If you plan to refurbish or convert a property to let, note the minimum-size bylaw published in April 2025: it sets minimums per room — at least one 10 m² bedroom, a 4 m² bathroom — and also applies to refurbishments and changes of use, unless the project justifies why it cannot comply.
Demand is almost year-round: in regulated tourist apartments, occupancy per unit never fell below 72% from March to December 2025, and was 61% in January 2026 (INE).
